Blair planners approve townhouse rental plan

Blair County Planning Commission members Thursday gave a favorable review to the Professional Housing Solutions 13th Avenue Rental Units development plan.

Plans call for construction of five townhouse units, to be rented per bedroom (17 total bedrooms) on a 0.39-acre site.

Additional improvements include paved parking, new sidewalks, landscaping and an underground stormwater management facility.

Access to the site will be through two 24-foot bidirectional access driveways leading to two separate parking areas.

The proposed access driveways do not appear to meet Altoona’s requirements stating “no more than one bidirectional access driveway or two one-way access driveways shall be permitted for each additional full 150 feet of frontage,” said Jamie L. Klink, regional planner.

“We recommend, if feasible, to configure here two separate parking areas into a single parking area,” Klink said.

Proposed parking at the site will total 12 spaces (seven garage spaces and five surface lot spaces), including a single Americans with Disabilities Act accessible space. The proposed amount of parking does not appear to comply with Altoona’s parking requirements, but “we do not oppose the proposed amount of parking spaces for this project,” Klink said.

No peak hour vehicle trip estimates have been provided as part of this plan.

“We’re not expecting a significant amount of peak hour vehicle trip increases at the site that would necessitate a transportation impact study,” Klink said.

Commission members like the project.

“It is nice to see multi-unit housing in that part of town. It looks like a good project,” Lawrence Carter said.

“Having this kind of housing is a good thing,” Randy Isenberg said.
