HASB passes general fund budget

The Hollidaysburg Area School Board approved a proposed 2021-22 general fund budget but did not decide whether there will be a tax increase.

“At this point, the board has not made that determination,” Superintendent Robert Gildea said after the meeting regarding the possibility of a real estate tax increase.

Totals for the upcoming year’s projected revenue and expenditures are

$49.7 million and $53.6 million, respectively.

Compared to the 2020-21 budget, total revenues are slightly lower than this year’s nearly $50 million.

Local and state revenue figures for next school year are nearly identical to those of the current year’s proposed budget. The biggest projected revenue changes were a $75,233 decrease in federal revenue and a $1,000 decrease in the fund transfer, which is estimated to be $8,000.

Expenditures projected for the upcoming year are slightly higher, totaling $53.6 million, a more than $650,000 increase.

“Big-money increases are to health insurance, pension (FICA & Retirement) and special (education) costs,” Gildea said in an email.

The deficit for the 2021-22 school year is projected to be $1.6 million.

“We are currently exploring the use of (federal emergency relief) funds and budget cuts to further reduce the current 2021 and projected 2022 deficits,” Gildea said.

The district expects to have about $7.6 million in its balance as of July 1, about $1.5 million less than this year’s starting total.

The budget projects the fund balance on June 30, 2022, of about $3.8 million.

The board is scheduled to approve the final budget June 9.

In other matters this week, the board tabled a decision whether to approve the senior high LED lighting upgrade project.
