City man accused of assaulting women
After two alleged incidents at UPMC Altoona on April 28, an Altoona man is facing multiple indecent assault charges.
Charges were filed in two separate incidents on Friday and Monday against Frank L. Mills, 41; though both incidents allegedly occurred April 28, according to court documents.
While Mills was receiving care at the hospital, a hospital staff member reported he made inappropriate comments toward her and allegedly brushed himself against her, UPMC police reported.
During the incident, Mills allegedly told the staff member that she was intentionally trying to arouse him by flipping her hair when she was around him and asked when she was going to give him a sponge bath, court documents stated.
The victim tried to move away from him after his statement about her hair, which is when he brushed against her and claimed she was touching him, a criminal complaint stated.
The events of the incident were corroborated by surveillance footage, police reported.
In a separate incident, hospital staff informed police a fellow patient complained Mills was making unwanted sexual advances, court documents stated.
While in a “day room,” Mills allegedly slid next to a female patient and started rubbing her leg, while sliding his other hand up her shirt sleeve, police reported.
The second victim told police Mills asked if she was “horny” like he was and if he could “pencil in some time” for the two, court documents stated. The second victim repeatedly asked Mills to stop touching her, which Mills reportedly ignored, a criminal complaint stated.
Police interviewed a witness, whose account of events was similar to the second victim’s, and surveillance footage showed Mills repeatedly touching the victim in the ways she described as she physically tried to prevent him from doing so, court documents stated.
Court summons were sent to Mills, and a preliminary hearing is scheduled before Magisterial District Judge Daniel DeAntonio for June 2, according to court documents.
