Blair D.A.: Officer shooting was justified
Blair County District Attorney Rich Consiglio has determined the shooting a Huntingdon County man by a Roaring Spring police officer in July was justified.
In a statement released Friday, Consiglio stated the review of the evidence in the July 26 fatal shooting of 49-year-old Todd Messner, of Three Springs, by Roaring Spring police officer Cpl. Lance Morris showed Messner “refused to comply with the officer’s commands, stated he had a firearm and then turned his fully loaded firearm on Officer Morris.”
Messner’s toxicology report also indicated his blood showed an amount of methamphetamine that was above the limits that cause violent, erratic behavior and hallucinations, the District Attorney noted.
