Police: City man defrauded homeowner

An Altoona man faces charges of home improvement fraud and theft.

Anthony S. Bialek, 49, is accused by Altoona police of taking $2,000 from a Juniata homeowner in April to do work on the home, but police claim he never started the job and failed to get in contact with the homeowner.

According to the charges, the homeowner and Bialek entered into a written agreement on April 25 for the repair work that included foundation and porch repairs that were to meet city code standards. The job also involved the removal of debris and scrap and was supposed to be completed within 30 days after work started, police noted.

When police called Bialek, he denied any knowledge of the written agreement, police said. Police said Bialek gave police an address when they asked to speak with him, but police have not been able to reach him by phone or at that address.

Bialek was arrested over the weekend and arraigned Sunday morning on felony counts of theft by deception and receiving stolen property, as well as a misdemeanor count of home improvement fraud.
