AASD OKs change orders
The Altoona Area School Board voted 5-4 Monday night to approve 12 more change orders to its high school construction project totaling $115,000.
The new change orders cover issues including soil conditions and grade beams.
Board member Sharon Bream reminded Superintendent Charles Prijatelj that the board had previously requested a running total of all change orders since the project started in the summer. Prijatelj said he will provide a total cost of change orders later this week.
To date there have been 52 change orders including those approved Monday. The $88 million budget for the project includes a contingency fund for change orders, and so far, it has not been exceeded.
In keeping with their general opposition to the project, Bream, Ed Kreuz, Dave Francis and Ron Johnston voted no to the change orders Monday.
Board President Dutch Brennan, Vice President Wayne Hippo, Bill Ceglar, Kelly Irwin Adams and Rick Hoover voted to approve the change orders.
In addition, the board approved accounting documentation for the project’s change orders and contracts to be sent to the Pennsylvania Department of Education. It is a routine requirement involved with the state’s PlanCon process for school construction projects, said district construction manager Damien Spahr of Reynolds Construction.
The documentation provides the state a record of costs. If the maximum building construction cost based on bids exceeds the maximum building construction cost based on estimates by 8 percent or more, then the school board would be required by the state to hold a special public meeting to review the purpose of the project.
However, Spahr said the school board is nowhere near exceeding that 8 percent limit.
“We are well under that limit,” he said.
