Blair County President Judge Jolene Kopriva unveiled a plaque and photo at the Blair County Courthouse honoring the late Altoona Magisterial District Judge Joseph Moran, who died Nov. 25.
Moran was a U.S. Army veteran, former Altoona Police officer and former special investigator for the state Attorney General’s Office.
