EAST FREEDOM - A Freedom Township man allegedly raped a girl repeatedly when she was 12 and 13, police said, while his girlfriend is accused of ordering the child to his bedroom.
Police in two municipalities have filed felony charges against Hansford Allen "Hamp" Dively, 41, of 129 Redman Court. His alleged victim told investigators he'd abused other girls, police said in an affidavit, and a Greenfield Township officer has said more victims might come forward.
Dively's girlfriend, 38-year-old Michele Lee Zeigler of the same address, allegedly sent the victim to Dively's room, then told her the sex didn't count as rape because "[the victim] said 'fine.'" She faces charges including criminal solicitation and conspiracy to commit sexual assault.
The investigation began in November, police said, when a Greenfield Township officer was called to Nason Hospital for a report of a child rape victim. The girl, 13 at the time, said Dively first assaulted her a year earlier, when she was staying overnight at Zeigler's Claysburg-area home.
During the evening, Dively made a sexual comment to the girl, she told police. Zeigler told her not to worry, the girl said, but the next day she summoned the girl to Dively's room.
"Zeigler told the victim to go back to the bedroom where Dively was to 'talk' with [her]," police said in an affidavit. "While walking to the bedroom, Zeigler told her to listen to Dively."
After Dively allegedly threatened to get the girl in trouble, she shouted "fine" and he raped her, she told police.
Later, when Zeigler drove the girl home, she allegedly said: "It wasn't rape, you said 'fine.'"
Sometime after the first alleged assault, Dively and Zeigler moved to his present address in East Freedom, Greenfield Township Patrolman Andrew Campbell said Thursday. Police there have filed a second set of charges against the couple.
"There have been a few incidents in 2013 in Freedom Township," Campbell said.
Zeigler summoned the girl to Dively's room at least twice in October, police said in an affidavit.
"Do you like him?" Zeigler allegedly asked afterward.
Police apprehended the couple Wednesday; they remain in Blair County Prison, with Dively's bail set at $80,000 and Zeigler's at $40,000.
Campbell said the case remains under investigation and noted that more victims might contact police. In an interview with officers, the alleged victim said Zeigler made clear "she was not the first girl [Dively] did this to."
Between both police departments' charges, Dively faces 20 felony charges - including rape of a child - and several misdemeanors. Zeigler's 18 felony allegations include corruption of a minor and conspiracy to commit assault on a child.
Both face preliminary hearings Thursday before Roaring Spring Magisterial District Judge Craig Ormsby.
