After reading last Friday's Mirror concerning Penn State students and their alternate State Patty's Day, I thought this behavior is ridiculous.
Why should businesses be paid to deter students from drinking? These young adults are college-educated and can figure out how to get alcohol even if they won't be served in their hometown.
If they congregate in another location, that municipality can handle the expense and inconvenience of monitoring and likely the arrest of those who don't know when to stop. This rite of passage is basically a public nuisance.
Alcohol, which is a legalized drug, is socially acceptable. The general public would scorn a drug addict but spend a Friday night at the bar and drink him/herself stupid and just unwinding from a stressful week. Your friends will encourage you to have another, just one more.
Who are you kidding? Your drug of choice is alcohol, and it's acceptable.
