BEDFORD - A Bedford County Prison guard accused of placing frozen shackles on a prisoner has been fired, county officials confirmed Tuesday.
Ryan Scott Clapper of Schellsburg was dismissed amid accusations that he kept handcuffs and leg shackles in a freezer before placing them on a female prisoner on Aug. 19, commissioners said.
Clapper will face a non-criminal citation for the incident, state police at Bedford said in a release Friday. Police listed the incident as "harassment" in a report, but no further details were available.
Bedford County Sheriff Charwin Reichelderfer, who has run the jail with Deputy Warden Jerry Beck since Warden Donald Orr's June resignation, said he couldn't provide details on the "personnel issue."
Reichelderfer said the charge was not related to another recent jail incident, in which a prisoner allegedly threw feces at a guard's face.
