
Vote limits student housing near campus

Logan Township supervisors unanimously approved a zoning amendment Thursday that limits student housing in the residential housing zone near the Penn State Altoona campus.
The amendment, approved by a 5-0 vote, also makes it possible now for the college to enter into public-private partnerships, if it wishes, to build student dormitories on its land.
"It's the best of both worlds," Supervisor Ed Frontino said.
Residents no longer have to deal with the proliferation of student housing in their neighborhoods while the college now has the ability to expand its on-campus housing, Frontino said.
Owners who rented to students prior to 2000 will have their properties grandfathered under the amended ordinance. Those after 2000 must sign an agreement with the township to either make the 2009-10 school year the last for student rentals or seek the township's permission for a nonconforming use certificate.
The supervisors approved such an agreement with property owners William and Angela Wolfe, the second agreement approved by the board in recent weeks.
Solicitor Larry Clapper said the agreements are working the way the supervisors hoped it would.
"People are actually entering into the agreement. Let's hope it continues," he said.
The zoning amendment was drafted as a way to anticipate an increase in Penn State Altoona's enrollment, which could increase by 500 in the next five years.
Supervisor Jim Patterson suggested that copies of the ordinance be sent to real estate agents who may try to sell homes in the area under the pretense of turning them into student rentals. Only homes that are grandfathered under the ordinance can be sold and have the student rental rights assigned to the new owners, Clapper said.
Thursday's vote was delayed two weeks after Patterson and Supervisor Jerry Fulare were absent from the Sept. 10 meeting.

People are too ignorant these days to realize what our government is actually doing. Wake Up People! More and more rights are being taken everyday. In this particular instance, they are using college students to revive a depressed area of Altoona. They are "herding" the kids like cattle to downtown Altoona. City officials and big businessman will prosper from these actions. I have 12 college rental houses and have rented for 8 years with only several small complaints and 0 arrests. Neighbors aren't complaining... that is simply what the township is using as excuse to carry out their plans. It is so frustrating to see "the people" being walked all over, this type of government "strong arming" would not have worked years ago when people paid attention and weren't so selfish and greedy.

you have parking in the summer time because...the house isn't being rented...if someone actually lived there, a student, family, etc. you would still have parking issues. Duh.

well karbry1 good for your kid...im glad he doesnt party...that makes less than one percentile to live off campus not to party...also i NEVER have parking issues may, june, july, and august...however sept-april our area does have parking issues...so yeah i guess its not all college kids right?...and as for our local economy...its kinda more complicated that just student housing...what about all the lousy low paying retail jobs...gone are the days of a booming railroad etc...but if we had more student housing there would be wonderful well paying jobs for everyone right?

"It takes one to spoil it all" - don't judge the actions of all based on one person...a riduclous response. 2nd point, my kid lives off campus to save money, not to party. Period. So Hoopsfan22 your wrong. I talk with all the neighbors and introduce them to the tenants. They are young adults, and regardless if you rent to students on non-students you'll have parking issues, parties, etc. Neighbors should come over and introduce themselves to the kids, and vice versa...talk to each other and communicates, don't hold grudges. Does this city not recognize that they need to be working with this college and students to help keep Altoona's economy stimulated? take that a way and watch your property values plumet.

Where is the guy who is building all the Greystone High Rises? He should buy up the property where the old Martin's was and put a high rise up for the college students. There is plenty of parking there for the kids. They would have food and every day needs and even the little laundry mat is there. There is pizza and movies and the dollar store, the Chinese Restaurant, Sheetz and M & T Bank. A little community of their own off campus and it's within walking distance of the campus. It's a Gold Mine.

I do not understand why this just does not upset every American reading this. Is this not a free country? How can these people sleep at night knowing that they are targeting a group of people and infringing on their rights to live in the land of the free? They are dictating who can have rental properties there and who they can rent to. How many of these people are Veterans who will brag that they fought for our freedom only to come home and take it away from College Kids and Landlords. I am neither a landlord or have a kid in college or one of the neighbors but I am ashamed of this town. If the kids are out of control. Call the cops, that's their job. Did anyone there ever try to mentor the kids or welcome them or sit down and have a meeting how to live peacefully together? Get the parents phone numbers and speak to the parents? We have kids dying in Iraq fighting for our freedom, but if they come back to go to college, they can't live in your neighborhood? "Lest we forget"

I don't live in a bubble but I do know better. I lived off campus in college to save money and am glad I did. The township has laws in place that deal with drinking, noise and even parking. Enforce the laws you have before creating some more.

this is discrimination......taking away not only the rights of landowners but of students. It cost 7,000 per year to live in a dorm, oppose to 3500 to live off campus, which would save a student 14,000 over 4 years....14,000 that students don't have to go into debt for. We teach our children to be frugal, but this forces the cost of going to college to go up....btw, I purchased a second home in Altoona to have my son live in while he goes to college there, he has room mates, and my neighbors think the kids are great. So not all students are "drunken monkeys" they are trying to be responsible and frugal.
