Higgins’ guilty pleas ‘sickening example’

Rape is the act of imposing oneself on a victim either by physical or coerced compulsion.

By virtue of the fact that former Bedford District Attorney Bill Higgins entered guilty pleas to numerous counts of coerced predatory sexual attacks, he essentially admitted to being a serial rapist.

The very office he once represented has deemed his offenses misdemeanors. In many states, rape is considered a capital crime.

If any judge in Bedford County presides at future proceedings, it will be a complete travesty.

If he is not compelled to register as a Megan’s Law offender, it will set a precedent allowing other offenders to challenge their adjudication.

This is a saddening and sickening example of jurisprudence in the state of Pennsylvania.
