Irwin ‘warrants voter confidence’

“To be or not to be” sent to trial.

That is the basic question a magisterial justice is asked to determine. Making that choice is of critical consequence — to the plaintiff, the defendant and ultimately, the community.

Judgment nuances are not always clearly defined, simple or automatic. Discretion is key.
