Vatican should reconsider finances

The current controversy over closing a number of local Catholic schools is interesting to me since part of the reason is monetary. My question is three-fold:

1. What is the total net cost of the Vatican maintaining its status as a foreign country?

2. Why is it necessary for the Roman Catholic headquarters to be a separate nation?

3. Couldn’t the funding needed to maintain this status be better spent in directly assisting its educational system?
