Convicted rapist charged with revenge murder plot
An Altoona man convicted earlier this month of raping and assaulting a 5-year-old girl now faces charges he tried to get his mother and two others to use violence to exact revenge.
Alex Strange Budd Plowman, 23, was arraigned at about noon on four felony counts including felony criminal solicitation to commit homicide after an investigation by detectives with the Blair County District Attorney’s office allegedly found Plowman plotted from jail to kill witnesses and the assistant district attorney who prosecuted him, as well as burn down their houses.
