Six men at Blair County prison face charges, but details scarce

Inmates accused of alleged assault

Six inmates at Blair County Prison face charges over an apparent sexual assault of another prisoner.

Dalaun Carroll, 28; Charles Frank, 43; Allen Grager, 22; Zachary Moore, 24; Curtis Ramsey, 31; and Maurice Dewayne Wakefield II, 24, were charged Friday by Hollidaysburg Borough police with charges that include involuntary deviate sexual intercourse by forcible compulsion, conspiracy, aggravated assault, aggravated assault by a prisoner, false imprisonment, retaliation against a victim or witness and recklessly endangering another person stemming from an incident March 18 at the prison, according to Magisterial District Court records.

Details about the allegations against the inmates remain unknown because they are not scheduled to be arraigned by Magisterial District Judge Paula Aigner until Wednesday.

Hollidaysburg Borough police said they would not release details about the charges until the suspects are arraigned, and Blair County District Attorney Richard Consiglio said he didn’t want to comment because he was not aware of the full details of the cases against the men.

Blair County Prison Warden Michael Johnston said Friday that while he was aware of the borough police investigation into the incident, he was not privy to the details and said he was unaware charges had been filed. Johnston said he would likely learn of the charges next week after the arraignments.

Commissioners Chairman Bruce Erb said Friday afternoon that commissioners had not been made aware of any charges against prison inmates.

Commissioner Ted Beam Jr., liaison to the prison, said he knew of an investigation but no results.

“I just know that (borough police) were doing an investigation and that the results would determine if any actions would be taken,” Beam said.

As of Friday afternoon, Beam said he had not been provided with any report on the investigation and he was unaware of arrests or pending arrests.

“When there’s a criminal investigation by police, it’s pretty much in their hands,” Beam said.

Judge Daniel Milliron, who took on the job of chairing the Blair County Prison Board in January, said he was aware of an incident at the prison that prompted an ongoing investigation.

Milliron also said Friday that he was aware of pending criminal charges, but as of Friday afternoon, no arrests of those involved.

“We’re very much aware of the investigation,” Milliron said. “But on this one, you’re going to have to wait for the police reports.”

Carroll is in jail awaiting trial on an assault case, while Frank is awaiting trial on arson charges. Wakefield and Ramsey are both awaiting the outcome of separate drug cases, and Moore is awaiting sentencing after his conviction on heroin delivery and possession charges. Grager’s reason for incarceration is not clear.
