Almalik H. Harper Jr., 19, 404 E. Walnut Ave., Apt. D, charged by Altoona police with possession of drug paraphernalia on the 100 block of Lloyd Street June 23. Charge was withdrawn Oct. 31.

Michael A. Burchfield, 43, 1452 Pennbrook St., charged by Altoona police with possession of drug paraphernalia and false identification to law enforcement authorities on the 900 block of 21st Avenue Sept. 6. Guilty plea entered to charge of false identification to law enforcement authorities; other charge was dismissed Oct. 31.

Tori N. Lowey, 24, 700 Crawford Ave., second floor, charged by Altoona police with strangulation, simple assault, terroristic threats and harassment at her residence Oct. 3. Guilty plea entered to charge of simple assault; other charges were dismissed Oct. 31.

Tyler J. Smith, 22, 1305 N. Ninth Ave., charged by Altoona police with simple assault and harassment on the 1000 block of Federal Alley Oct. 8.

Dennis P. Marshall, 42, 1022 Fourth Ave., charged by Altoona police with two counts of aggravated assault, two counts of simple assault, four counts of resisting arrest, possession of drug paraphernalia and two counts of harassment at his residence Oct. 1.

Charges waived to court Oct. 31:

Michael S. Clark, 34, 400 Cherry Ave., Apt. 2, charged by Altoona police with illegal operation of a motor vehicle not equipped with ignition interlock and seven summary traffic violations at Seventh Avenue and Third Street March 25.

Benjamin P. Rhule, 37, 301 Second Ave., second floor, charged by Altoona police with possession of a controlled substance and possession of drug paraphernalia at his residence June 23.

Christopher C. Holland, 21, 2641 Right Hand Gap Road, Claysburg, charged by Altoona police with flight to avoid apprehension, possession of a small amount of marijuana, disorderly conduct and one summary traffic violation on the 1100 block of 14th Avenue June 28.

Joshua D. Seminsky, 32, 308 Second St., charged by Altoona police with resisting arrest, retail theft, loitering and prowling at nighttime, possession of drug paraphernalia, public drunkenness and disorderly conduct at Sheetz, 700 Chestnut Ave., Altoona, July 2.

Franklin L. Morder, 35, 712 N. Fifth Ave., charged by Altoona police with obstructing administration of justice, resisting arrest and harassment at his residence Aug. 6.

Brittney J. Twine, 32, 326 Greenwood Road, charged by Altoona police with conspiracy and receiving stolen property on the 200 block of East Bell Avenue Sept. 1.

Eric T. Troxell, 51, 1130 13th Ave., Apt. 410, charged by Altoona police with receiving stolen property and one summary traffic violation on the 1100 block of 13th Avenue Sept. 15.

Corey L. Lopez, 27, 1001 Hopfer Ave., Portage, charged by Altoona police with resisting arrest and disorderly conduct on the 400 block of Walnut Avenue Sept. 14.

Philip L. Nicolini, 24, 1118 14th Ave., Apt. 1, charged by Altoona police with making a materially false written statement and unsworn falsification to authorities Altoona Guns and Outdoor Range, 704 Eighth Ave., Altoona, Aug. 4; and with illegal possession of a firearm and recklessly endangering another person at his residence Oct. 6.

Nicholas H. Martin, 24, 1502 Crawford Ave., charged by Blair County Sheriff’s Department with possession of drug paraphernalia at Sixth Street and Second Avenue Aug. 28.

David J. McDonald, 20, 512 12th St., Apt. 2, charged by Altoona police with possession of a small amount of marijuana and possession of drug paraphernalia on the 600 block of Seventh Street Sept. 18.
